New Book | The MTSS Operating Manual: An Implementation Workbook with Essential Tools for District and School Leadership Teams

Your MTSS should not depend on one exhausted person remembering how everything fits together.

Build an MTSS system your team can actually run—without you holding every piece together.

The MTSS Operating Manual gives education leaders the decision rules, team routines, and practical tools to turn disconnected MTSS work into a system that supports students sooner and survives staff turnover.

You have data. Meetings. PD. Good people who care.
But when there are no clear decision rules or repeatable team routines, data stays in spreadsheets, meetings produce little follow-through, and you become the person holding the whole system together.

If you left tomorrow, would the work keep moving?

This implementation workbook exists to close that gap: less compliance for compliance’s sake, more clarity about what your team does next, and commitment to how the work keeps going when people and priorities change.

Assessment in Special and Inclusive Education

Brand New Chapters on MTSS and progress monitoring guidelines

It is one of the honor’s of my career that I was invited to join legendary school psychologist Dr. Jim Ysseldyke on the 14th edition of his seminal textbook that has been shaped educators since the 70s. I’m so proud to say that we gave this textbook a major renovation and brought it into the modern era with the themes of equity and bias in assessment to the forefront. We also diversified the perspectives within by including voices from the field including colleagues who specialize in working with Native American students and understanding that the Black and African American students are under-identified for Talented and Gifted programs. We wrote an all new chapter on MTSS that is sure to shape the next generation of special education teachers, school psychologists, social workers, counselors and other specialists.

Integrated MTSS: Blending RTI and PBIS

Drs. Kent McIntosh and Steve Goodman are colleagues who I’ve had the pleasure of working with over the years. They invited me and my co-authors to tell our story of how we implemented MTSS in Oregon over the years. So yes, I have a chapter in the book and the coaches survey we developed is also included in the book.

Handbook of Effective Inclusive Elementary Schools

Dr. Bob Algozzine has won numerous awards for his many contributions to special education. I was honored to lead a chapter on data teaming with him. The handbook offers a comprehensive exploration of how students with disabilities might be provided classrooms and schools that are both inclusive and effective. The chapter I led is titled, “The form and function of data teams in inclusive schools” and is based on our work with schools implementing tiered systems for behavior.
